Farba is a health economist and recognized leader in the health care system sector in Senegal and the surrounding region with over 20 years of experience in development, implementation, monitoring, and evaluation of health policies and national health development plans as well as in the design and implementation of major reforms of the Senegalese health system. He has been very active in catalyzing policy dialogue and advocacy for health system strengthening, health financing, health planning, hospital management reforms, operationalization of multisectoral approaches, health, and the decentralization, contracting, and promotion of public-private partnerships. Farba [KS1] was appointed Chief of Staff, a very strategic function, by four Ministers of Health of Senegal between 2005 and 2017.

During his time at the Ministry of Health in Senegal, Farba supported the coordination of development partners who intervene in the health sector, adapting monitoring and evaluation tools for policies, programs, and health development to the requirements of accountability of stakeholders toward the health of the population and the vision for the country toward universal health care.

Farba worked for WHO Regional Office for Africa supporting selected countries including Burundi, Mauritania, Côte d'Ivoire, Guinea, Central African Republic, DRC, and Congo Brazzaville in the preparation of policy, programs, and national health development strategies. He was also designated as a member of the WHO Africa expert team responsible for monitoring countries' progress towards Universal Health Coverage and supported ten countries of Central Africa in the areas of governance and health financing.
