Grace Namaganda

Senior Advisor


Grace is a human resource for health (HRH) expert with over 16 years of experience in HRH and project management. She holds a Doctor of Health Administration specializing in Health Policy and Advocacy, a Master of Science in Health Services Management, a Bachelor of Dental Surgery, and training in workforce planning and development. Grace has served at the senior management level designing and implementing a variety of health and HRH projects in several Eastern and Southern Africa countries. She has managed and provided HRH technical assistance on several bilateral and global USAID-funded HRH projects including the Human Resources for Health in 2030 project, the World Health Organization HRH project in Eswatini, the Health Finance and Governance project, and on CapacityPlus’ associate award, the Uganda Capacity project.

As an HRH expert, Grace has worked extensively with WHO Geneva, Afro, and Eswatini serving as a technical advisor in several HRH areas including in the development of the Workload Indicators of Staffing Need (WISN) methodology and WISN User’s Manual. She has also provided technical assistance to several health ministries including the Ministry of Health in Uganda, Eswatini, Malawi, Namibia, and Rwanda to ensure evidence-based HRH policies and plans. Grace has also mentored and coached government counterparts in implementing HRH interventions aimed at improving the availability and efficient utilization of the HRH for improved service coverage and equity. These interventions include, among others, building capacity for use and rollout of the integrated human resource information system (iHRIS), planning and managing donor supported health worker recruitment and transition, rollout of performance management systems, HRH sustainability planning, and piloting Government-to-Government funding mechanisms.
