Mame is a health economist with more than 25 years of experience. He was a public servant for fifteen years, working at the Senegalese Ministry of Health as a Management Controller, Hospital Manager, Director of Health Establishments, and Coordinator of the Unit Support for Health Financing and Partnership. From 2012-2015, he was the Chief of Staff at the Ministry of Health. During his years at the Ministry of Health, Mame accumulated experience in health system strengthening and health financing and supported various initiatives including the implementation of hospitals information system and management tools and the Strategic Plan of UHC 2013-2017. He also managed national health accounts and public-private-partnership contracting, developed hospital performance-based contracts, and implemented hospital analytical accounting.

Before joining Open Development, Mame was also a Senior Consultant at the World Bank focusing on supporting the technical committee for the implementation of the Health Financing Strategy and improving coordination of funding for UHC among bilateral/multilateral actors.

In his current position, Mame leads various initiatives to increase access to and utilization of health services and improve financial protection for universal health coverage. He also supports stakeholder dialogue on health financing, private sector mobilization, intergovernmental partnerships, and mobilization of locally elected officials to contribute to the promotion of national health insurance schemes.
